Help with garbage stash

Hi can some help me with a "modest stash" in garbage?

Its located next to the "Plant" in Garbage.

Its behind a locked door and the note is "If i get robbed again, thats it, Im joining the bandits".

There's a staircase down with a mutant in it. The staircase is in the section with the electric homing anomaly

I think I know the one your talking about did you get an encounter entering the building some bandits trying to shake you down
