bloke. The minimum spec 1060 SMOKES your ♥♥♥♥♥♥ 1650, and your ryzen is is MARginally better than minimum spec. PLUS a hp 'gaming' desktop is an oxymoron.
That's actually slightly below the 1600X with half the cores. Better power efficiency though.
About 10% slower than the 1060 and primarily designed for mobile.
So basically the hardware is (just) under the minimum spec except for the RAM which is just meeting the minimum, though that assumes the card isn't borrowing a few gig from that if it is indeed the mobile version. You might be able to get an acceptable frame rate if you set the graphics to low and drop the resolution, then work up until you've got a decent balance (resolution is likely to be a big one; at best those cards only had 4Gb VRAM, and if it is the mobile version it's taking a chunk of that from system RAM. If possible and the display supports it I wouldn't go above 1024).
If it is a laptop also make sure you've got the windows power settings on performance, otherwise it's liable to underclock components to preserve battery.
My laptop handles the game just fine.

I get 80fps in Epic settings with dlss and frame gen off. 110fps with frame gen on.
I all depends on the system. I don't have any issues.
GPU is old af.
CPU is old AF.
Ram is less then recommended. 32gig is recommended for high spec games of today bro.
Your system is almost obsolete in today's gaming world. Upgrade it.
Also check your graphics drivers.
Play on low settings and check recommended guides for ♥♥♥♥ PCs.
