Does veteran difficulty makes mutants more bullet sponge?

I'm playing on Veteran and the ♥♥♥♥♥♥♥♥♥♥♥ and Controller took a LOT of bullets, especially Controller I wasted like 50 shotgun shells on em lmao.
is it different in normal mode?

They are much more durable, yeah. Possibly a combination of bullets less damage too? But the overall effect can be some pretty spongey enemies.

Veteran does not improves Mutant's healh but reduce your damage to 0.75%

yeah man it is spongy, the mouse input lag doesn't help aswel lol, GSG need to iron out the issues and it'll be amazing!
the foundation is very solid, the atmosphere is crazy good.

is it? I see. well it almost look the same lol it's weird, I get one shot from bloodsucker on the jump attack. good thing GSG might look into some balance in health pool.

Are face shots on them criticals? I've noticed when I'm landing nice clean shots in the center of the face they seem to go down faster. The trick is landing those shot for me lol.

if its any previous stalker games, aim for the head, unless its boars aim for the body,
40 hours in, played hardest difficulty, i once shot a bloodsucker twice on the head and it died, cant remember if it died because of my 2 shots or he got any prior damage before

I tossed like 14 grenades at the controller on vet and even got the explosive barrels around a few times. Dudes just straight up a boss fight.

There's a mod to lower their health by various amounts such as -20%, -40%, etc.
