Game itself has relatively low requirements. Its nicely playable even on my potato around 60 FPS with help of upscaling nad low details. Which is:
Ryzen 7940HS (8cores/16t), integrated AMD graphic 780M, 32 GB RAM, windows 10 and SSD.
So far i can say that this game needs more CPU power than any other game I know.
Typical CPU use during game was around 38%, spike at 45%. Some really modern 6 or 8 core are optimal, but your CPU should be probably enought.
32 GB RAM is optimal, 16 is usable.
Other thing is GPU, any GPU from current or last generation is good enought to play, including AMDs integrated graphics are usable as you can see in my case. I guess your GPU is more than ok for this game.
Use mods. Turn off raytracing.
