Can't end mission behind the seven seals

As in the topic I can't complete this mission I talked to the welder got away from the military base by using tunnels and when i reach end of it, mission restart to talk to the welder again, on top of that all the enemies have restarted

Hi, what might have messed up the tracking of quest goals if you went in to the camp on the ground level, maingate and then went down to the basement to meet Solder.

You have to follow the quest mark to the sewer entrance where you need to use the code on the keypad. if you miss this mission goal it can mess up the whole tracking.
