If you are on 30 series you can combine DLSS upscaling with AMD Frame Generation.
There is no hardware accelerated ray tracing in the game.
Those with 4080/4090 cards cannot make use them fully in this game because it is so extremely CPU limited right now.
So how does it favour 40 series exactly?
The game is a ♥♥♥♥♥♥♥♥ in a lot of other areas and people should probably wait to buy, but performance is shockingly not the issue.
It's the recommended settings for starters.
What are your other specs? What resolution? What settings? Nothing you tell us makes any sense without that.

Oh would you look at that, 3070 Ti mentioned.
Even it wasn't no System Requirements page lists every possible piece of compatible hardware.
How you read system requirements, is that you look at what is written as recommended and then look up yourself what other products on the market are just as powerful if you don't see what you own listed anywhere on the page.
Try running medium with max AF/max textures instead. Compare graphics and fps and report back.
