Since those are very popular CPU and GPU; you should have no problem finding good results there.

Best bet will be to use the Medium Preset, then tweak the other settings. Like Textures set to High. Some things you might want on Low such as Depth of Field and Motion Blur, along with Reflections.
Enable FSR and try the Quality preset.
Go into a town with lots of NPCs or a good fight against multiple monsters and factions and see what happens

Even the original games worked that way where all the highest settings are basically for future hardware
Given the size of the game, also ensure to do the full Verify process to ensure no missing or corrupted game files. But be aware if you do you will need to reapply any mods or DLL changes you made previously

With the above settings I get 120-130 FPS.

It seems to bounce around 110 to 130 around the town of Zalissya, the lowest I seen it go was 108 fps.
