The drops were meh and the feature didn't appear in subsequent titles because it was garbage that added nothing.
So your complaint is, effectively, "Why is this STILL not there"?
To which the answer is.. .it was garbage and added nothing to the experience.
GSC needs to address 2 things with the mutants and one overall.
First, mutants need to be profitable to kill. I understand that GSC wanted to make mutants a very credible threat and feared, but that shouldn't be done at the expense of the game feeling completely unrealistic. Right now mutants are so tough that even a pig, one of the least threatning enemies can kill entire stalker squads. The zone is hostile, but not THAT hostile or realistically speaking, no one would go to the zone other than heavily armed and armoured military acting in huge numbers to overcome mutants. Mutants are meant to be dangerous mostly when going against singular stalkers and even then it's because it's one of the nastiest mutant or because it snuck upon it. Again you need to understand that there needs to be a reason to get in the zone and if mutants are this damn powerful, no one would go because it's suicide.
Secondly, not only they take ungodly amounts of ammo to kill, not to mention how much damage they cando to the player, they also are worth nothing. They aren't part of the economy, they are a money sink in a game where economy is already so scuffed that it's hard to make a living in the zone. Again, stalker go into the zone to make money first and foremost but the way the economy is tunned as well as the lack of monsters part makes the economy not realistic and impossible for anyone to operate in the zone under those conditions.
GSC needs to go back to the drawing board on this aspect of mutants and economy. Especially since players are going to be needing to repair items, upgrade items and buy supplies. That means the economic loop must support this but as is, investing into any suit that isn't the end game suit is just not worth it. Same for gas masks and guns it also removes any incentives to upgrade guns and play around with them because there just isn't money to do so. The game not only has a very unrealistic economy, but it is at odds with itself by not allowing the players to use the tools that the player need to be using in order to have fun because remember, a game is first and foremost meant to be fun.
Lastly, you need to bring back the faction identification system. The player needs to know who he is seeing and if he can engage. Something that right now can only be done if the enemies start attacking or up close if they are even using reticule which a lot of players remove for immersion sake.

They are. They failed to kill you. That's the "profit".
This isn't a a game of fake economy. This is solo STALKER delving into the muck and reaping scarce rewards against insurmountable odds. That's the game.
This incessant whining about mutant parts is just weird.... like a whole clump of gamers thought that collecting animal parts was the whole point... when this activity wasn't even present in the rest of the titles.
Again, some folks are just broken.
