Quest to find a Whirlwind Artifact from Warlock

Anyone get this quest and know where to find it? Someone on reddit said The Ribs but I didn't find it there. If anyone has any info it would be greatly appreciated

Anomalies don't always spawn the same artifacts, try a new site or come backs to an old one in a couple in game days.

Artifacts are random, but certain ones spawn depending on the kind of anomalous field fire/gravity/chemical etc. They seem to spawn when the anomaly field gets loaded, so you can cheese by saving far away then running in and checking what spawned.

I try to save one of each kind of artifact in my stash but it feels like a waste because I've been only able to do one quest from each barkeep. They just tell me to eff off when I ask for any more work.
