SOFTLOCKED AT QUEST "Chasing Ghost" MISSION SPOILERS

at the section where you fight Foma he will not die. I have used hundreds of rounds of pistol, rifle and shotgun ammo including all my nades

Just leave the area, at some point he will teleport after you, then you will be able to kill him.
