Nah it's not, in the previous games you would find stalkers going from A to B and you could go with them, see them attack bandits etc...
Here they just spawn when you comewhere.
This is not really true, I mean in some place you can follow them and they do go from one location to another and fight anything they come accross. (first games of course)
You could crank up the draw distance and see that your take is wrong. They actually did simulate squads traveling and interacting with wildlife/other squads. You'd hear gunfire in the distance and could move towards it. Here they just pop into existence as you arrive at a certain location, usually comically close to a player. They will also spawn enemies in a completely cut off area that you already cleared.
