Every now and then enemies just spot you through walls or inside buildings while they're outside, it's really inconsistent >.<
If i crouch and move very carefully, to sneak works. its just that the enemy has superhuman ears and will hear your steps through walls.
I almost never use the flashlight if not underground myself, and I get spotted miles away through dense foliage at night regularly. Stealth is... weird sometimes.
Approach at night, crouched, from an angle that the tower guard can't see you (or wait till they're looking the other way).
If the AI is looking directly at you, nothing but breaking line of sight is going to save you - crouching is just going to give you more time to do that. It's a large difference if you watch how fast the bar fills up while crouched doing the same approach vs walking vs sprinting.
I tried going to the tunnel but it was locked and when I went to Ribs to find the code the door to the bunker there was also locked..so..yeah I don't know.
Hmm this is interesting, so you were able to completely sequence break the main quest, or you chose different choices and did not get the code to the underground entrance.
