Lets hope the devs didn't pull a cringe and tried to 'force' everyone to use their own settings and not let you tamper with the config.ini.
When you set the game setting to 'low' it's actually using scalability setting for that category to be level 0.
But the devs can define what that level 0 is, and it could be still enabling nanite and lumen.

The graphics isn't that big of a jump from Anomaly which is a standalone mod, to Stalker 2. The lighting and shadows is the major change but it's not a impactful change for gamers to care about if frame rate is a main concern.
Maybe everyone should test their game on native without upscaling or frame gen?
People always claim they can get good performance, but the industry is corrupt to the point of enabling upscalers and frame gen to be the norm now that they don't have a baseline to compare.
