There doesn't Seem to Be A Life patrols in my game

I've seen a bunch of people have a life patrols in their game but in mine they don't seem to be there. The only thing I've noticed is AI spawning out of my sight when they weren't there a second before. I have my settings maxxed out with good performance so I don't know whats wrong.

I haven't seen any patrols ever. BUT sometimes when I clear an area, a patrol of stalkers, usually from the Loner faction will spawn and walk towards it in a line, and then like take it over and then just live there for the rest of the game? But other then that, no real patrols.
