EDIT: SOLVED, LIGHT SHAFTS WERE THE ISSUE

Now enjoying 100 FPS on high 1440P

Resolution matters a lot yet even ,if its 1080p, I am sorry to say ,but you will not achieve miracles with that horse power.

probably have defective hardware or playing on an HDD

haven't encountered any yet, playing with a 4090 though so.... a little different
A lot of times stutter is due to vram running out. The game has allocated 17 GB at 5K for me. Not sure how much of that it actually needs.

Huh? I've been playing most new releases at 1440P high at 100-200 FPS as long as ray tracing is off.

No I'm getting good frame. Rates in the game looks great, there's just stuttering.

the cpu and ram are great , a 3060 is getting pretty long in the tooth, you need to turn some stuff down

Check your fps and cap it to 60 or whatever you can run stable.

LOL nah bro I am running high 1440p 100 fps, just had to turn off light shafts, it is causing stuttering
