Welcome to the Unreal 5 upscaling problem. This applies to most Unreal 5 games I have played.
TL;DR can't find anyone with a fix and haven't been able to fix it myself.
No upscaling = crunched pixelated CRT TV visuals.
Upscaling on = vomit inducing blurry mess.
It helps to mitigate the issue but doesn't remove it entirely. This game was specifically built with upscaling in mind. So the native base image looks like complete ass. Another theory I had is using Nvidia control panel to force some AA or visual adjustments while staying at native and last but not least doing some funky ♥♥♥♥ with reshade.
