i get anywhere from 69-142fps, but after time it drops to a stutter 4-9fps , a restart fixes it.
Its not releasing cached memory and thats called memory leak.

Okay, so you just explained why you dont understand anything.
Games pre-allocate memory, it doesnt matter if you have unused memory, if they pre allocate x amount, and they use x amount up without releasing it. You still have memory leak. . but what it does do is use all of the pre allocation up without releasing and subsequently shows as memory leak.
