Report a translation problem
The only thing ive seen that works temporarily is to open your inventory and close it again.
See im several hours into my playthrough and i dont wanna go back and waste time :/
I know it's annoying, it depends how long ago it appeared - it seems like thankfully the game keeps a long list of auto/quicksaves, so try going back a few and keep trying to find when you still had a HUD and no padlock.
No ive been fighting against this bug for most of the save , i thought it was an icon when you go into safe zones i'd have to start all over again and im like 6 hours deep now F doing that i aint got time to re do it .
Through testing i have managed to figure out what causes it and its whenever i go into the pause menu when i come out thats when the padlock appears

Yeah i think it might be both because ive heard something similar , anyway , if you kills that NPC it should fix it .
Was this too for me.
I had to went back after few missions and kill all those poor guys haha

This bug was driving me nuts and this fixed it without having to go back and hunt down the pushups guy that caused this.
