Report a translation problem
in a main mission a controller glitched out, essentially the mutant stood not killable and not hostile either, me walking past the mutant and not killing it may have caused the issue and my walking to the next mission had reset the world deleting the mutant. at least this is my theory.
I can't offer much concrete advice on how to get out of 'in active combat' other than kill them, or go sufficiently far away that while the game still might think 'danger' it at least stops thinking you are 'in active combat'. I have not noticed any visual indication of when it steps down from 'in active combat' to mere 'danger' - at some point, when you try to save, it will simply let you save.
My honest opinion is that this game is not as annoying as some games are, in terms of disallowing you to save.
