As was the case for the previous games, there are areas that are in total darkness unless you use a flashlight or headgear with NV.
It's not a bug. It's a staple of the stealth and horror genres.
As a side note, be somewhat sparing with your flashlight use in SHoC. It's not a good idea to advertise your exact location to the local wildlife.
Also I am using HDR which also makes it a little darker, but man the lighting looks amazing.
And when you first loadup the game it has default GAMMA set to 44% instead of 50%
(who knows why) set it to 50
