Download Throttlestop, checkmark the box to disable your Turbo.
Try booting the game after.
The microcode BIOS update doesn't fix the problem if your CPU already experienced degradation from the out of control voltages/wattages before the fixes went out, so it could already be struggling. This is indicated by your CPU throttling up with its Turbo function and causing the CTD.
Yes disabling your Turbo will be detriment to performance, but if the choice is that or not booting, it's better to boot than not be able to play. Tweak settings lower once in game.
