It was likely decided very late down the line they'll add something multiplayer, but multiplayer was never the point of Stalker.
As for modding, what are you talking about? The devs openly stated they are fully supporting modding and it's using UE 5.5, so it may be coming with an UE editor.
It's a nice thing to have, but it really isn't fundamental.
Stalker has never been about Multiplayer. It looks like they are doing something for multiplayer but I haven’t kept up, but I’m sure “Modders” will add it in at some point anyway.
I'd say that's a new record, but it probably isn't. Not gonna urge anyone to calm down either, because while sad to watch, it's also kinda funny.
Now to the topic: It has been stated clearly multiple times that multiplayer is coming a short while after release. My guess is they want to ascertain how many players they'll have in order to determine how many servers they'll need or something like that. Whether it's a focus or not matters little. It is, in the end, an announced feature, and I am quite sure it even says it on the Steam page somewhere.
Modding support has also been announced several times in all sorts of interviews in the past years, and the devs absolutely acknowledge the achievements of the modding community. A passive indicator for this is that Anomaly/GAMMA exists in its current form as standalone, free game. It still uses an overwhelming amount of assets from the base games, and GSC would probably be well within their rights to sue for copyright infringement or somesuch.
An active indicator for their appreciation of mods is the fact that they're LITERALLY saying it in interviews, such as this one:

So please, stick to the facts instead of spreading some brand of fear-mongering.
Even plenty of "See? Modding tools came out!" still make modding basic features a bastard. Plenty of devs who claim to love mods still flag saves as filthy cheater saves seen in the UI.
Devs love cheevo statistics being held sacred more than they love mods or players fixing softlocked quests with the dev console.
Plus even as busted as the old engine was? Even I could root around and edit details to clone the bits of mods I liked and leave out what I did not, and hand edit mod files for useless nonsense like "Tracers. on. EVERYTHING"
While team "Nuh uh unreal5 is super easy to mod" has given examples of... "Because it is super easy to mod, just you wait, totally" and nothing on what would be modded, how it would be modded beyond screeching "MOD TOOLS! MOD TOOLS! MOD TOOLS!",
Would you be able to adjust every vendor to accept yellowish green durability items to save yourself eyestrain on "Is this green enough to sell?" in under ten minutes still? give me something to actually work with, "unreal modding is fine actually!" posters

Modding has always been said to have been supported. Tools will come after release. Who is going to mod their first playthrough? That makes no sense. Without experiencing vanilla how would you know what you yourself want to mod and change. The tools will come later, most developers do that. We don't even know what the modding TOS/EULA will involve yet either.
Some of these threads and questions could be answered without even being created if people would bother to actually read up on the game first.
Now that the game has gone gold they can focus on polishing the Multiplayer update and the Mod tools.
The game was built for it's single player campaign. It's not even out yet, and you're already worried about having no mods at launch and no stupid PvP mode nobody asked for?
