To help with graphic issues people may face, The War of Graphic Disorder hopefully we're be able to select which Direct X card we can use, a lower Direct X will help alot of players play the game without their system crashing.

No.
You either talk about:

Graphics cards: GTX950, RTX2080, etc.
DirectX version: DirectX 9, 10, 11, etc.

I assume it would use DirectX 12

Probably DX12 and/or Vulkan. Unlikely to support lower DX APIs

It's developed on UE5 so its more than certainly going to use DX12 and Vulkan

Supporting older DirectX versions simply is not worth it because only older videocards make use of those versions.
What you then get is people using their potatoes to try and run the game and then complain that stalker 2 does not reach high enough FPS on their clay tablet.

Game runs on DX12

Minimum spec is GTX 1060 or RX 580 which are roughly 6-7 years and 3+ generations of GPU old. Oh, and of course DX 12. Pointless to develop for DX11 these days for a AAA game.
