was this always happening or only with a certain save file? Is it happening on a certain mission or game mode?
Please also try to verify the Game Files.
How to verify Game Files
1. Right Click on the Game in your library.
2. Select "Properties" inside the Drop Down Menu.
3. Select "Local Files".
4. Click on the Button "Verify intefrity of games files..."
5. Please wait until the process is finished.

The first time you load a save from the main menu it works fine.
But when you need to reload because you lost or messed something up, you get a really fast loading screen followed by another loading screen that loads at a normal pace, but it gets stuck at around 60%.
Edit: verify game files did not fix it.

To create a DxDiag.txt, please click "Start" button and choose "Run". Or alternatively, press (Windows-Button)+R. Then type "dxdiag" and click “OK”. Click the "Save all Information"-button and save the file as "dxdiag.txt”.

Then it went right back to the same song and dance. Since that one golden fix moment, the issue has persisted.
Edit: Ticket submitted. Having the same issue when loading a new map/mission after completing the previous one successfully.
I will try again but in a more natural way after playing for a while when I get the chance, but life is getting in the way at the moment.
0. Loading manual saves on Stage 18.
1. Loading new manual saves on Stage 19.
2. Loading auto saves on Stage 19.
3. Using 'Restart' on Stage 20.
4. Beginning a new game on Stage 20.
5. Loading a manual save on Stage 20.
For clarity, I'm playing on Steam Deck. Force-closing the game and relaunching does allow the loading to work again about 50% of the time, and once I'm in it plays fine.
