Who make decision what is fun for them? i dont think they exists in real life. In dungeon keeper 2 you could build casino for everyone, its not like you had to build specific room for each type of minion.
That change would'nt make game more shallow, at this moment You cant mix different factions because You have to spend evilness, gold and snots working time on a rooms which do nothing, with just one happines room i could mix different units, also boring rooms like mana baths, dancing room, torture chamber could be replaced with something more interesting.
I'd imagine goblins like rolicking and drinking cheap swill, while vampires have more refined decadent tastes.
