Adding to the good tips above:
1. Memorize or write down the list of challenges that you receive. They're not randomized. Just pause, write down the next challenge, and BUILD LARGER VERSIONS of the rooms. I really cannot emphasize enough -- your rooms will have to be 12x12, you MUST add doors to them (100% efficiency at minimum). Spend upgrades in the first tree first, Gobblers, Evil, Snots, and then the challenge-specific rooms. Your army will have to mostly stay above ground, and get very little attention until each challenge is met.
Use your hand of evil (hold mouse button) to manually vacuum up and rearrange things like gold, mana, evil, chickens, etc. This is MUCH faster than waiting on Snots.
2. Dig long access tunnels in every direction (N, S, E, W) and a couple of other long connectors EARLY. This will make intercepting the next laser's path fast and easy.
3. Use the icons/info in the upper-right corner to your advantage.
If you have the ability try to get magic batteries since they boost effciency of work units significantly
Yeah; I didn't spell that out clearly enough... I'll try again.
If you already know what the upcoming challenges will be (chickens, mana, toolboxes, evil, etc.), then having really big rooms BUILT IN ADVANCE allows your total storage capacity to be large enough to satisfy the quest objectives in 1 click. I.e., you have enough capacity -- already produced -- long before the challenge shows up onscreen. That allows one to focus on side-tunnels, overworld progress, deleting rooms before the laser can cross them, etc.
I'll have to play around with it a bit but I think the program re-rolls the requirements every time the timer expires. The first one is always gobblers in my experience though.
In any event, there's plenty of time to fulfill their upcoming request, especially with that "create resources" spell. I thought the "three lasers" challenge would be really tough but I ended up breezing through it with plenty of time to spare.
I messed around on the Overworld for too long, and still need to go back and get that challenge. So given everyone's tips on this thread, I'll specifically take notes and add one more confirmation for future readers. Sounds like I can expect chickens first, then one of the random selections next.
I'll also try to note where manavores and spiders are on the map; I *think* those are fixed or semi-fixed (like "spawn some enemy type + resource in this grid section"), if not entirely bespoke.
As for the indicator of time, if you look to the top left, that's how long it takes until the laser eyes start again, at which point they spawn on the edge of the map and start homing towards your dungeonheart. They should also be marked on your minimap so you can track them.
Frankly, the requests aren't that difficult, just make sure to set up a couple stations as soon as you get the related missions if you haven't gotten them already.
People might talk about the mana one being difficult, but a good tip for that one is that, well, you don't need to MAKE all that mana yourself, you can mine it out of dirt in the dungeon.
It should be emphasised, you do NOT need to make a WHOLE shipment of the entire quota to the council, partials work just fine!
Its not impossible and you can use the mirror 3 times. Don´t blame the game when you can´t read the task correctly.
You just need to build up a force and charge through the map. There's a city you can skip and one of the good beings as well. Once you get the teleporter it's a lot easier.
It's not that difficult, frankly. There are many other achievements in this game that are a lot tougher.
Let's be honest - it might have been FAR easier achievement and it would have helped a ton if You had read the achievement in the first place.
It is not 'do not use mirror', but 'use mirror at most 3 times'. This in turn means that You have 4 'cooldown' periods between eye hits + whatever time You can get from Laser Eyes' wandering through dungeon without destroying anything. On top of that - if You are running specifically the 'no room tile destroyed by laser' achievement concurrently You can simply destroy the room tiles that are en-route just to get some more time for the achievement.
Personally I recommend going undead with this mission (though I am quite biased towards them), as they need neither evilness nor mana (with perk) nor high tech for ressurection, while needing no gobblers that are not only first task to the council, but also one of possible tasks later. On top of that their staying power is insane once vampires are up and running in the combat group. Though to be fair Demon's basic spell - Demon Gate will be extremely useful to reduce movement time on the overworld section, though getting faster movement perk is completely pointless IMHO.
If all else fails just savescum twice a cycle - once for eye position to be as far from Your dungeon as possible, and once for easiest Council tasks. In my case I found Blight (that can be boosted by sacrificing some gold or other junk), Gobblers and Crates easiest and least interfering with the main mission elements.
