M Edition was probably also developed with console markets in mind, which too are more restrictive with AO content.
I don't know how exactly does Steam work, but as far as I'm aware, it's impossible to provide some sort of "Unrated" patch without unlisting the game in Germany again.
Technically, I think it could be possible to add a "Rated" patch to non-M Edition, but there remains the question of how technically viable this is, having to swap some of the assets out of the game. It might require a significant rework of the game. Something that devs might not have manpower for currently, as there still is some content to be added from Kickstarter campaign AND it's viable Lunarium might be working on releasing the game on consoles.
Edit: I though M was for "Mature" not " Moderated" lol.
