how to make custom map
dos some one know how to make custom map with mercs merchants units and other things?

Better use DRM-free version of Disciples 2 or Disciples Rise of the Elves.

If you still want Steam version - first off you should install Editor's from Steam Tools Library

steam apps.

And check game files on them (also verify main games files for Disciples 2)

Sorry to add to an old post but I am not the most savvy with this stuff. What does this mean?

Go to Library - Tools. There should be two Editors for Disciples 2\RotE.
Or steam://install/1645
Or press green "install" from steamdb.info on that apps pages.
