After starting the game choose second launch option. Set UseD3D there. Ofc no program files etc. Anyway to install and settings start steam as admin (applied to the games started from steam).
Do not use comp option in game settings. Properly set resolution (1024 is maximum, 1280 is not higher and unsupported on wide screens) and refresh rate (60 unless your display can work in 60+ on 768p).
That fix FPS issue come with WinVista. Starting from Win8 old games no more work properly at all. Even d3d. You need 3rd party wrappers or Microsoft ACT tool (Windows ADK on Win10) - narzoul (older versions), GOG, degevoodoo, DxWnd, Wined3d from Wine, dozens of them.
In Windows ADK you need set DXPRIMARYEMULATION - DISABLEMAXWINDOWEDMODE. Or just use narzoul 3.1 or GOG DX - they do same and not require any set ups - just automatically.
