So trying to unlock Keely story and havent seen this item ever. Is it from an event? Battle drop? Where is it?

Yes it can be a battle drop - or a shop item. Eventually you'll get it (think a tooltip indicates it's most often found on lvl2 of the run).

I did get it in Chapter Two of the map. Now to get Cunning.
