What's with the red question marks?
Just started with Kansas. Some locations have things to deliver -- but instead of saying what they are, their circles are just covered with red question marks -- and the circles can't (yet?) be dragged onto the map.

What's with the question marks? What do they mean? Why are they there (a lot)?

Resource demands with question marks are related to industries that you haven't discovered yet on the map. Just keep exploring and they will be swapped for the actual goods.

If you didn't find an industry that requires or produces that resource, resource is displayed as question mark.

If you find an industry which requires that resource you know that resource exists, so resources is displayed as resource with a question mark.

If you find an industry which produces that resource you know that resource exists and know where to get it, so resource is displayed as resource.

And we explore by dragging a truck around, without a load? I think I'm ever so slowly figuring this out.

Mostly yes. You can occasionally find something that you didn't see when sending a truck to repair some road and getting close enough to see things on the other side but usually you just send an empty truck around to explore everything. Red circle at the end of the route shows that there is still something to find there, the road didn't end yet. So usually you drag empty track until all red circles are blocked by broken roads.

On cluster view (when you are zoomed out and businesses and towns combine into a single circle with a number) you can see "+" after a number when there are some items from this cluster that you didn't find yet. But sometimes it doesn't help. For example, there may be towns or businesses accessible only by railroad (like airfields) in that cluster and if you try to explore with truck it will keep telling you that there is still something there but you won't be able to find it. But generally it is useful to look at zoomed out view and check in which clusters you still have "+" displayed as that means there are still things there that you didn't find.

Is it possible that my anti-virus software is causing me to struggle a bit with this?

When I try to start Logistical 3, my anti-virus software asks me if I want to let an app make changes to my system.

When I ask for the details, it gives me a long, long string of names for the app that wishes to run -- but the last word causes me to say "no" to letting that app run.

The last word is "runasadmin.vdf"

I really don't want to let anything "run as an admin" -- is this necessary? I'm not even sure that the app is coming from this software. It says it's from Valve -- but it only shows up -- and it shows up every time -- when I try to run Logistical 3 (Kansas). It didn't show up with ABC Islands, earlier.

After I say "no" the game starts anyway -- but I'm struggling to make any progress at all. I can't tell if that's related. Any ideas? Is that some harmless app anybody recognizes?
