Is there a new game plus and what do you keep?
I started this game several months ago but some stuff had me quit the game before the final boss. I ultimately never finished the game but where I'm at right now I have a full party of lv 60 party members with most of the optional endgame bosses defeated (at least I think so) on hard difficulty.

I want to take on the game again from the start but without having to suffer through that atrocious !not-Chocobo racing/breeding thing again but want to keep the golden !not-Chocobo. If there is a NG+, can I just rush the final boss and get to it and keep the item that lets me summon the gold !not-chocobo (Quintars were they called? Its truly been a long time since I played this game).

There is a NG+, you decide what you want to carry over. There are two main options for NG+: 1) A randomizer in which you can swap around classes, abilities, equipment, enemies etc. You choose which options you want to randomize. And 2) a harder difficulty setting called Chaos mode which also has an easy medium and hard setting. You can even combine the two and randomize your Chaos runs although they might end up being unreasonably hard if you are unlucky.

There is an option when starting a new game plus where you may choose to carry over all of the Quintar you have in the nursery.

Thank you for the info! I'm set now to just rush through whatever's left of the game so I can start over with the gold Quintar.

While it's not exactly keeping the golden quintar there is a mod which lets you get a special item which costs nothing and summons a golden quintar. The location of the item is at the quintar village and you do need to be able to communicate with them. (I know it's not exactly what you wanted but it may be helpful)

There's also an assist option to disable minigames, making obtaining the Golden Quintar much, much easier. Because those races have more rubberbanding than Mario Kart 64.
