I implemented it this way only because I thought those features were just wanted to help with the difficulty of finding those things in a randomized playthrough, but I can definitely enable them even if nothing else in the randomizer menu is turned on. I can do this for the next beta patch, likely tomorrow evening.
Though I have had a thought... will it still be in the Randomizer menu? if it's moving away from requiring randomizer options active, it kinda feels less like it's an option specifically for that mode now, not to mention it feels hidden away from players that might want it like the people in this thread. Might be more fitting in the Assist options maybe, although I'm not sure how feasible they would be to activate ingame. Perhaps, the 'Challenge Options' link when starting a new game could be renamed 'Extra Modifiers' or something, and lead to a small menu with 3 choices to take you to 'Assist Options', 'Challenge Options' or 'Randomizer Options', and then have them in the former there to potentially choose at the start.
