Are you using AMD card? If you do, did you try disabling any graphics boost for the game, e.g. Anti-Lag, Image Sharpening etc.?
RX5700XT gpu.
Everything is turned off in adrenaline and the stretchmode was already set to 1 (2 didnt work either)
Edit: Forcing Vulkan fixed it, with: --rendering-driver vulkan
I don't know if your still searching for help but I tried all the methods above and nothing worked.
So I tried forcing windowed mode, and it worked! I tried changing back to borderless and fullscreen but it went black again but as long as you don't mind the window border it runs fine.
So follow the instructions pinned up top to get to the options.txt,
Open the file up (you might need to do Format>wordwrap) in notepad and scan through the text till you find :
"fullscreen":true - change/edit it to false
"borderless":true - change/edit it to false
And then save it.

Apologies, I missed this solution on my read through.
Adding "--rendering-driver vulkan" into the Launch options worked for me.
You just gave me back fullscreen! Thank you :)
