how do i find the recycler

Head north by northeast of Critter Cove for an island with a radio tower. The blueprint is painted on a rock that you can study on the island.

i went over there but all i found was another forge recipe nothing for recycler

Copperbottom with eventually give you the recycler quest as you move through the quests and grow your town.

Yes, both recipes can be found on the island. I'm not sure if the quest is necessary to use the recycling recipe rock though.
