Wet Suit

I'm having trouble finding the wet suit. Can anyone help please?

ok, I know the feeling, I kept missing it too. Go to the sunken ruins, the first building on the north east side, then go down to the ocean floor and enter that door and then go up on set of stairs. Its on that floor , you will see a locked door and several air tanks on tables. You need a blasting charge to open the door and the blueprint for the wet suit is inside.

IMPORTANT NOTE: the wet suit blueprint does NOT appear until AFTER you have opened the clothing shop, so do it first.
Once you have the blueprint go back and talk to the critter you have working in the clothing shop and then you will get the wet suit.

The mistake I kept making early on was I would go into the the top entrance of the building then on the third floor I would go to the next building thru the connecting tunnel, and never went down to the second floor, just kept missing it.
