Chapter 7 forgiven cant complete

Hi, trying to finish the chapter above and it doesnt make sense. It is asking to forgive usurper but usurper isnt giving as an option as one of the characters

the "usurper" is someone who has claimed the throne.

This is my solution:

Have the dog kidnap the queen.
Have the dog sit on the throne.
Have the dog release the queen.
Have the queen lock up the dog.
Have the queen sit on the throne.
Have the queen release the dog.
