Good road map. One thing that could be a nice feature (while addressing 'city spamming') would be some method that could allow for current cities to able to expand their borders.
I get that was not a feature in the original (or CoM, for that matter).
It may not even be doable per this build/version...just a thought, however.

Expanding borders doesn't really work too well because what happens when towns share a border? There would have to be a lot of code added about shared lands. The main reason more distance works best is that the maps sizes are bigger than the old game so having larger distances between towns is a more natural way to balance this.

Might consider forts. Structures only engineers can build, make no footprint (other than the hex they're in), count as a wall, can't build in city footprints, and units heal as if in cities. Sometimes there's not quite enough room for a whole city, but I want a bit of a presence there. Can be razed.

For me, city spam would be greatly alleviated if I can customize the city AI. I don't use it because it spams units that I dont want sitting in the city consuming resources and it builds buildings I dont want. If I can control what the city AI builds and apply it to cities that would make things a lot easier for me.
