It only shows up if you've given orders to all units and picked a tech to research. It's the button over the map. If you have units that you don't want to move for awhile set them to guard (G key) so the end turn check will ignore them.

Where is the manual located? I didnt see the option on the Main Page nor in Settings.

Should be on the main page, like where manuals if games have them usually are. Can also be downloaded from slitherine website on the master of magic page

Manual is a pdf outside of the game. Click on the game in your steam library and it will be there.

You can open it from the launcher (directly under the big "Play" button).
Or look for it in "steamapps/common/Master-Of-Magic/Manuals/".

Yep, it is a PDF version pretty much like the same size the original handbook was (240+ pages). It includes a description of the wizards, abilities, units, heroes, spells and explains (most) game mechanics.
