During Romulan wars against Cardassian

Playing as federation was invited by Romulan against Cardassian, I accepted, and then Borg arrived in Sol, my fleet engages Borg for a while, then they just look at each other and don't engage anymore, if I exit system and go back sometimes they engage again, is that bug or am I not understanding something about borgs?
