Can't complete Borg Invasion because of Mission Tree (BUG)

So I delayed the borg missions for a very long time and I was able to do reform the charter in the mission tree which basically allows me to ratify claims but I lose Picard. Well now that I want to face the borg I can't because the enterprise no longer has picard on it and can't start the mission.
