Ratifying my claims as Federation

So I did a border skirmish vs Cardassia and land troops on Bajor, but of course territory reverts. My war philosophy as Feds means I can only make claims during a defensive war?

Well I got pulled into one when Cardassia attacked a minor power and I got to intervene, spent a load of influence on making claims, landed troops reverts.

Ok, so maybe if I declare war? Well Cardassia keeps declaring war on the minor I'm supporting before the truce runs out so I have to stop supporting them and wait.

Now I declare war, have my claims in place still don't get the option for anything but humiliate. Land troops Cardassia looses the war, territory reverts.

Is there a way to change the war philosophy? Or just make my claims work, is it only possible if Cardassia gets so bold that they attack me directly?

This feels like A) I'm missing something, B) the solution is pretty buried, C) awful game design especially since the game encourages you to free Bajor.

Demand Cardassia release Bajor via the diplomatic screen. If they refuse you can then declare war with 'release minor' as a war goal; win that and Bajor will revert to independent.

It's B and C unfortunately. Here is how I pulled it off:
1) Got involved with a war on the side of the defenders with the cardies as the aggressors
2) Claimed Bajor
3) Defenders win war but that doesn't mean you get to keep Bajor
4) Bajor is still claimed by me
5) Went to war with Cardassia after peace treaty expired
6) Kicked Cardi butt and got to enforce my claim on Bajor
7) Profit

I went to war with Car and never had the option to release bajor. I controlled the system, even sent an army to the surface.
