Making a claim cost as much as 40 influence. that said in this game it takes forever to get influence. Doesn't help that the game lags from the start. taking 20 or 30 seconds per month.
I'm playing as Federation and have war with Cardassians over Bajor (this is also my war goal which is required to be set to even declare a war). I took over a few Cardasians' systems before Bajor but they are not shown as possible gain in war.
And I destroyed all their fleet in system, destroyed main starbase and send troops to make land invasion on planet. It says those systems are under Federation occupation.
When I go to Diplomacy screen to try to "claim" some planets, it says I cannot do that (red text: You cannot make a claim for any Cardassian system), and the option is grayed out. It makes war in this 4x game pointless.
It says both sides are exhausted with war and there is some additional progress bar with gains. It went from negative to positive for my side when I start to occupy Bajor.
It only allows me to make "white peace" or something like that, which ends war with no gains. It will probably auto-resolve with no gains soon and I have Borg event on the horizon. Kinda suck, fighting 10 years in game and I get nothing from it. At least my economy is in good shape so no big deal.

Now in Star Trek: Infinite making Claims seems to be disabled for Federation fraction, since they are all about diplomatic approach.

I can deal with the Fed having a higher influence point cost to make claims in offensive wars, but this just neuters the Federation completely for me. Even the Federation should be able to enjoy a little conquering from time to time.
I have not check it myself but supposedly if you complete "Empower Section 31" route in missions tree the Federation can play more aggressively.
But this requires you to have 10 or 15 successful spying mission, which for me was too much effort. I got a base chance for success of spying mission around 40%, and for like 10 tries only 2 were successful.
Each spying mission failure adds -100 reputation to the faction you are spying and low or negative reputation could result in instant war with that faction. So I dropped "Empower Section 31" route, and that route got blocked for me.
I also feel less motivated to continue to play, and I'm only about 100 years after startup point, so 200 years still to go if I'm aiming default score victory condition, or I need to find other way to win this game in quicker manner.
I might start new game with different faction now, and go back to Federation later.
We talk about systems already belonging to enemy empire in other to take over ( or conquer) them.
