Why is their no manual for this game, okay we have a tutorial, which does not cover everything. I have no idea what stellaris is, i have watched youtube but well unless i play that as the games playing thats just not good enough, a manual a button list anything

This is not taking the piss, but perhaps look at the Stellaris beginners guide, from section 3 onwards - https://stellaris.paradoxwikis.com/Beginner%27s_guide . Yes STI has changed a few things around, and has some differences (Warp drive being one), but given it is 90% the same mechanics as Stellaris that should get you started. Once you have the basics the rest will slowly fall into place.

As to your initial question, it sucks there is no decent tutorial or manual. However, I find that of most modern games nowadays. I suspect it is because devs bank on players either creating wiki's or fans bringing out Lets Play YouTube vids. Why bother putting time and effort into a tutorial or manual when you know fans will do it for free later.
