Much bigger scale than BOF for sure..
But if you want something that basically starts before the federation is formed then look at the Stellaris total conversion called Star Trek New Civilisations.. That TC has a hell of a lot more content than this game.
Comparing it to BotF I think it stacks up well with the Stellaris engine a better platform for a top down Trek game. The question is, how well will they use that potential?
I loved BotF, but I'm going to remove my rose coloured glasses as I look back on it. Out of the gate the base game purchased yesterday was less than $40. I paid more for BotF over 20 years ago. Banking on potential I expect more from this title given Paradox's MO. If I remember correctly BotF got a single patch and then they closed the casket.
Both games could have been, or could be more than what they are. I enjoyed BotF for what it was and placed my bet on this one too. Builder/grand strategy games can be a hard ticket. You rarely know if they suck within in the two hour window. I haven't played my 2 hours yet, but I'm confident I'll keep this one if only to see where it ends up.
