The whole point is to play as a pre-established Empire. Not an early space faring single planet like in Stellaris. The starting state here literally feels like 20 years in to Stellaris but with a now Static spawn position, it's very little difference in actual gameplay because of that.
If you take away the initial build up Phase it would make the Game very boring. Why not get rid of all the Techs too while at it? One of your first Research Option as the UFP is the Phaser Cannon as an example.
They start as a vassal of the Cardassian Union, I.E they agree because it is the occupational government.
Did you understand the OP correctly? He asked why he has to colonize Risa and Denobula even when they are already members of the UFP at that time.

This compromise is obviously necessary. If the loss of immersion from this necessity outweighs other positive factors, you may end up not liking the game.
