In BOTF cloaking was overpowered, because as raised by Skeetz you just have a free shot which the other side can do nothing about, so I hope in this it would be implemented in a better/fairer way.
If they were going to use the same system here it would need some serious rework to function like it does in Star Trek and actually be useful for more than just science ships.

In Stellaris, cloaking tech came only recently with the "First Contact" DLC and ultimately rendered useless as all other species will sooner or later install cloak detectors.

In Star Trek, cloak was first introduced in TOS where the Enterprise encountered Romulans who attack a Federation outpost (Star Trek s1-e14 Balance of Terror).
Later that same century the Romulans traded this cloaking tech with the Klingons in 2268 for a Political Alliance among both empires.
