I personally think combat in PDX games is great. If I want epic space battles I'll go play something from the Homeworld or Ashes of the Singularity series. For PDX, I'd rather focus on the overall picture and let the computer abstract the combat with dice rolls, bonus/penalties and advantages/disadvantages.
like paper rock scissor wtih benefits for different empires.

not much, just a few popup options to choose from.
You basically want Endless Space. Each space engagement was basically a Best of 3 of Rock/Paper/Scissors. Most awful and bland way to play, it was abysmal for an otherwise very good game.
Gowron with the option to full attack with a lot of damage to others but also Klingon ships.
Picard/Geordie ordering full shields, so that the federation does not take too many ships but also on the other side. so that the battle is prolonged in this case, hoping for a diplomatic solution / letting borders as they are (Defensive war).
I mean the game ST infinite, which has fewer ships then stellaris.
