Klingons "ruler living Standard" energy penalty
so my klingon games are going south because im getting huge energy penalties from "ruler living Standard" Doesnt seem to happen with other factions. Anyone know how to counteract this or why its happening?

What are your Klingons set to in the Species window?
Ruled by the Strong, Ruled by the Spiritual, or Ruled by the Honourable ?

I Usually go with honorable but it doesnt seem to matter. Ive had it with strong too.

Last time, I sided with the Feds, had my Klingons on "Ruled by the Honourable" and all immigrants "providing their strength" , which set them to "Ruled by the Strong".

This time around, everyone's on "Ruled by the Strong", and I (eventually) went the Romulan route. Honestly, I'm not sure I ran into an issue with population upkeep either time. My biggest hurdle this time around was Spread.

They get negative on the energy after several years in, I work on my 4 main planets, each planet has at least 2 energy districts with Boreth maxed out. I then build up the star-bases in the systems of my 4 main planets, and I put 2 solar arrays at minimum per star-base. Then I make sure each planet has the power-grid and then I even eventually upgrade the power-grid to power-network. That usually solves all my energy problem, in fact by mid-game or so. I spend energy credits on alloys because I am maxed out on energy. Just have to survive that initial energy drain in the beginning ,

My biggest problem, with Klingon's is population growth. Unless I get the Feds to become friendly and then the migration helps but not really.

With the spread, get that ascension perk Functioning Bureaucracy, and then make sure to get the planet Chiko before the feds and set up an administrative building and upgrade to Admin Hall, that gets you about 400 minimum on he spread number. More than enough to start expanding like crazy, especially if running 2 spys doing smear campaigns.

I think this is the first playthrough that I didn't grab that perk ;)
But yeah, making sure I get Rura Penthe, which the Klingons should start with anyway, and Chil'ko for the 30 district slots are the exceptions to following the "Expand away from the Feds to avoid ratcheting up Border Tension" advice.
And for some reason I didn't plant a colony on Chil'ko this time even though I made a point of grabbing the system as quickly as Klingonly possible. Weird.
Oh well.
I should be able to launch 3 or 4 more Claim Wars before the 300 year timer expires, but I don't think that will quite wipe the Feds off the map.

Well, between war, and spies blowing up their bases in "peace-time" I got the Feds down to 6 systems with colonies... and if the smear campaigns had actually made the Romulans and Cardassians abandon their Mutual Defence Treaties with the Federation, I could've taken some nice chunks out of their empires too instead of having to wait 10 years between wars. Oh well. I still won with about 69% of the map under my control, and slaughtered the Infinite Pirates as a finale, so it's all good. Had to keep it running for a couple of in-game weeks after the win for the achievements to register, but I half expected that I'd have to do that after it didn't count my Romulan win last week.

Playing as Roms I have done many smear campaigns (only Ensign difficulty) and no matter how many I do I have never seen other races abandon defense treaties.

I successfully turned the Klingons and Cardassians against each other in my Romulan playthrough, but it had no discernible effect on that last Klingon playthrough.
