Ruled by the Strong, Ruled by the Spiritual, or Ruled by the Honourable ?
This time around, everyone's on "Ruled by the Strong", and I (eventually) went the Romulan route. Honestly, I'm not sure I ran into an issue with population upkeep either time. My biggest hurdle this time around was Spread.
With the spread, get that ascension perk Functioning Bureaucracy, and then make sure to get the planet Chiko before the feds and set up an administrative building and upgrade to Admin Hall, that gets you about 400 minimum on he spread number. More than enough to start expanding like crazy, especially if running 2 spys doing smear campaigns.
But yeah, making sure I get Rura Penthe, which the Klingons should start with anyway, and Chil'ko for the 30 district slots are the exceptions to following the "Expand away from the Feds to avoid ratcheting up Border Tension" advice.
And for some reason I didn't plant a colony on Chil'ko this time even though I made a point of grabbing the system as quickly as Klingonly possible. Weird.
Oh well.
I should be able to launch 3 or 4 more Claim Wars before the 300 year timer expires, but I don't think that will quite wipe the Feds off the map.
