How to Buy Gold Pressed Latinum?

I have a Ferengi starbase in one of my zones where I have a starbase. I periodically get messages from the ferengi holodealer asking me to buy stuff. He only trades in gold pressed latinum though and I see no option in any of the dialog menus to buy this. How do I get gold pressed latinum?

You buy it from him.

You need to go back in dialog options and choose to talk about something else, there will be an option to buy 100 bars.
There is also a cooldown on how often you can buy the bars, so it cannot be exploited.

There is no option to buy. I tried every single menu and option. The tutorial says you can "trade" or "gamble" to get them but I don't see how to do either.

Have you found the Ferengi Shady Merchant yet? That one sells you latinum in exchange for minerals and energy credits, and sells Unity and Influence for latinum

No I found a Ferengi "starbase" which offers to sell me all kinds of things that sound like novels. There is no option I can pick except "no deal" as all of these "books" require latinum.

Ok, yeah, that's the other Ferengi base. There are two Ferengi bases, two sets of Nausicaans, the El Aurian Listener base, which can "give teaching and advice" that iirc translates to Research points, and... there may be another base that does something and isn't associated with a separate minor power, but I can't remember it offhand.

Ok good to know. I never found the Ferengi base where you can apparently purchase Latinum in my Federation play through and I have not found it in my Romulan play through even though I have explored most of the Universe. The Ferngi I have found keeps pinging messages at me to buy his products which requires latinum but I have no way to get latinum. Kind of annoying.

One of the Ferengi asks us to contribute to the Slug-O-Cola franchise, requesting a higher and higher percentage of our monthly production until we tell them where to shove it.

Yeah I had that. Its the Ferengi Holo Arcade minor which is the one where you can buy7 stuff for latinum but does not offer a way to buy latinum. Just found the Shady Ferengi Merchant faction where I can. It was not in a place I would normally look.

I don't mind random, but within the starting boundaries of a playable faction is not a place a normal person would look.
